There can be a lot of moving parts in a complex website but the basis of it all is going to be html.
My pick for the best introduction to html is: HTML, XHTML, & CSS, Sixth Edition: Visual QuickStart Guide by Elizabeth Castro. It will tell you everything you need to get up and running.
When you are ready to venture into deeper waters, I have found that the O'Reilly books with the quirky animal pictures on the cover have a good price/value ratio. And, of course, any time you have a computer/internet related question, Google is your friend.
