Here's a weird idea that might actually do some good.

I believe if you draped swatches of loosely woven high-tensile strength polymer fabrics-that is,
Kevlar cheesecloth
, in pedestrian areas subject to bomb threats it would greatly reduce the effective radius of such devices.
Mostly this would reduce the lethality of the shrapnel from such a blast. If it did anything to attenuate the force of the explosion itself, that would be nice but I'm not counting on it. If I had the chance what I'd do is get about six yards of the stuff, hang 4-6 sheets in line and shoot it with a .38. If the bullet whips through like they we cotton sheets, it was a dumb idea. If they have a effect, then the discussion moves to how much effect? At the cost of how much traffic impedance? And how much money?
I've tried several times and I've never been able to spark any interest in this idea but I'm trying one more time. One reason I keep coming back to this is everybody from Leonardo DaVinci on down seems to be more interested in inventing implements of destruction. I find it more challenging to dream up
schemes to impede destruction
